The Industry Development Fund (IDF) was established as part of the NSW 2009-10 State Budget. The IDF directed significant investment on behalf of the NSW Government towards supporting the transition of non-government disability service providers to the new policy and service delivery environment created by the National Disability Insurance Scheme.

Six focus areas were identified for the IDF:

1. People with disability are at the centre of service delivery;

2. People with disability have access to the information and range of supports they need to live the lives they choose;

3. High-performing organisations achieve real outcomes for people with disability;

4. Planning is robust, and resource allocation decisions are based on accurate data and evidence;

5. Governance, leadership and management of the sector are effective; and

6. The workforce is skilled, capable and focused on people with disability. Operated by National Disability Services from 2009 to the present, the IDF rolled out a range of initiatives, including targeted and individually tailored organisational support, learning and development opportunities, and resources for the NSW disability sector.
